The Board of Aldermen has imposed a temporary moratorium on new proposed additions to residential properties and new residential development that is subject to the Architectural Review Guidelines, as described in Section 535.150 of the Municipal Code of the City of Glendale. During the temporary moratorium, the City will not accept, consider, or act upon any new applications for new proposed additions to residential properties or new residential development from February 7, 2023, until the moratorium expires on April 4, 2023, or is terminated due to the approval of the newly revised Architectural Review Guidelines, provided that nothing in this ordinance shall affect proposed additions to residential properties or new residential development projects that are subject to the Architectural Review Guidelines where a full and complete application and supporting documents for review by the Architectural Review Board have been received by the City before February 7, 2023, or for small additions and minor construction projects that do not require review and approval by the Architectural Review Board. This moratorium will not apply to projects for which an application is already pending before the City or for which City staff and a developer have had significant substantive discussions regarding the current ARB guidelines and their applicability to a project as of February 7, 2023.
The Architectural Review Board consists of six (6) members, including the 5 citizen members of the Plan Commission and 1 additional resident who must be an architect. The Board meets on the second Wednesday of every month at 6 p.m.
The City of Glendale has always prided itself in offering high quality housing opportunities to preserve architectural integrity of housing by assuring compatibility with existing neighborhood and to preserve green space. In order to assure that new construction meets high quality standards and is in general conformity with the style and design of surrounding structures, the Architectural Review Board considers all exterior aspects of a structure and their location. The Architectural Review Board will consider several criteria including but not limited to the effect of the construction upon the flow of water runoff from the property; floor area ratio of the proposed construction; context, style, scale and proportion of the proposed construction; types, color, and quality of materials to be used; compatibility with the period and detail of neighborhood houses, and landscaping plans. Redevelopment of residential properties has accelerated dramatically in virtually all neighborhoods over the past several years. It is important to assure that the quality of construction remains at a high level.
