Sappington Rd Preservation Project

Sealed bids for construction of the proposed improvements to N. Sappington Rd were opened and read aloud at a public meeting held at 10am, Wednesday, July 8, 2026, at Glendale City Hall, 424 N. Sappington Rd, Glendale, MO 63122.

The STP program provided $884,000 in federal aid, leaving Glendale to cost-share the remaining balance of $798,010 for design, ROW acquisition, construction engineering, and construction.

Construction is scheduled to begin October 5, 2026. Work will begin at the south end of N. Sappington Rd near Lockwood Ave and progress north toward Manchester Rd.

Because winter temperatures will prevent the contractor from completing the roadway pavement work this fall, the project will be completed in two phases.

Fall 2026:
The contractor will focus on the concrete portions of the project, including ADA ramps, curbing, sidewalks, and removal and replacement of the existing concrete crosswalks.

Spring 2027:
The contractor will return to complete the roadway pavement work, including milling and resurfacing. Topsoil backfilling, sod placement, pavement markings, and installation of the High-intensity Activated Crosswalk (HAWK) signal will also take place in the spring.

Each of the deteriorated concrete crosswalks will be removed and replaced with basic concrete. When the street is resurfaced in the spring of 2027, the crosswalks will be paved over and then identified with white paint and signage. Because the existing concrete crosswalks extend across the full width of the roadway, temporary traffic detours will be necessary while each crosswalk is removed and replaced. Due to the number of crosswalks being addressed, residents should expect frequent changes to traffic patterns and detour routes as construction progresses.

The ADA ramp upgrades and sidewalk repairs will also require temporary closures of sidewalk sections. These closures will move north along N. Sappington Rd as construction progresses.

The city has provided the contractor with the Kirkwood School District calendar and has instructed the contractor to schedule ADA ramp, curbing, and sidewalk work in the vicinity of the school on days when school is not in session, when feasible.

Construction Begins October 5, 2026

The City of Glendale has selected Jokerst Paving and Contracting to construct the planned improvements to N. Sappington Rd. Construction will begin at the south end of the project area, near Lockwood Ave, continuing north to Manchester Rd.

The project extends along both sides of N. Sappington Rd between Lockwood Ave and Manchester Rd and includes the following improvements:

• Replacement of ADA sidewalk ramps at each intersection.
• Replacement of deteriorated and/or broken sections of concrete curbing and sidewalks. Please note that not all curbing and sidewalks will be replaced.
• Removal of the existing decorative concrete crosswalks. These crosswalks will be paved over and replaced with standard white pavement markings. The crosswalks directly in front of N. Glendale Elementary School and Glendale City Hall will instead have a brick pattern stamped into the pavement and colored red.
• Removal of the existing flashing red stop signals in front of N. Glendale Elementary School. These signals will be replaced with an overhead High-intensity Activated Crosswalk (HAWK) signal, which will provide improved traffic control and a pedestrian-activated push-to-cross feature.
• Installation of a new stormwater inlet in front of Glendale City Hall.
• Asphalt pavement milling and resurfacing along both sides and the entire length of N. Sappington Rd.
