Definitions

Preliminary Plans: a set of early-stage construction plans that are subject to change and further development based on project needs and resident input. 

Final Construction Plans: a buildable, biddable set out drawings and specifications developed after consideration of the project end goals and resident feedback. 

Greenview Dr / Glenvista Place

The City of Glendale has selected Jokerst Paving to construct improvements along Greenview Dr and Glenvista Place. These improvements include installing new concrete curbing and adjusting driveways along both streets. Jokerst plans to begin construction in the latter half of May, starting at the intersection of Glenvista Place and N. Berry Rd.

Construction along Glenvista Place will occur in phases to minimize disruptions and allow work to progress efficiently.

  • Phase 1 – North Side of Glenvista Place: Crews will start at N. Berry Rd and continue east along the north side of the street until reaching Kirkham Ave.
  • Phase 2 – South Side of Glenvista Place: After completing the north side, crews will return to N. Berry Rd and continue east along the south side until reaching Greenview Dr.

During the installation of new concrete curbing, adjustments will be made to each driveway as shown on the Final Design. While work is being performed to your driveway, access may be restricted for up to 4 days to allow the newly poured concrete to cure. This temporary restriction may require residents to park a short distance away from their homes. Crews will provide advanced, in-person notice before beginning work on your driveway.

Once Jokerst completes all curbing and driveway adjustments along Glenvista Place, they will move on to Greenview Dr to perform the same work.

Temporary parking and traffic changes:

  • Crews will post “No Parking” signs at key locations to allow room for construction.
  • Parking restrictions will move along with the work zone as crews progress.
  • The road will remain open at all times, except possibly on the day the asphalt overlay is installed.

After all curbing and driveway adjustments along both streets are complete, Jokerst will perform pavement repairs and install a new asphalt surface.

Residents will not experience any changes to their trash, recycling, or yard waste collection schedules during construction.

Residents of this area are encouraged to attend one (or both) of the upcoming public open house meetings to view the preliminary design, speak directly to city staff, elected officials, and project engineers from Horner Shifrin to gain a better understanding of how this project may affect your property and to provide input. Your input will be considered while engineers work to develop a final construction plan.

There is no formal presentation at these meetings. Residents can come and go as their schedule allows. 

To accommodate as many schedules as possible, two open house meetings are offered: 

Monday, November 10, 6-8 p.m.
Thursday, November 13, 6-8 p.m.

The City's consultant, Horner Shifrin, has completed the Preliminary Design which can be viewed here. Construction of this project is planned for the calendar year 2026.

Alexandra Ave

The City of Glendale has selected Jokerst Paving to construct a new stormwater system along Alexandra Avenue, including new inlets and underground piping. Before this work can begin, Missouri American Water will relocate approximately 500 feet of water main to make room for the new infrastructure.

Missouri American Water is scheduled to begin its work on April 13, with an estimated duration of up to four weeks. During this period, residents can expect temporary changes to parking and traffic, but essential access and services will remain largely unaffected.

During the water main relocation phase:

  • Parking will be restricted on both the north and south sides of Alexandra Ave between N. Sappington Rd and 854/855 Alexandra Ave to accommodate large equipment.
  • The road will remain open, but traffic will be reduced to one lane.
  • The work zone will not extend west of 854/855 Alexandra Ave.
  • Residents within the work area will maintain driveway access, except for brief interruptions when construction is directly in front of their property.

There will be no impact to trash, recycling, or yard waste collection schedules during this time.

Once the water main relocation is complete, Missouri American Water will temporarily restore the street surface with concrete to allow the next phase of construction to begin. Jokerst Paving is expected to start installing the stormwater system in the latter half of May.

Following completion of the stormwater system:

  • Missouri American Water will return to perform final pavement restoration.
  • The City of Glendale will provide written notice at least two weeks prior to the start of stormwater construction.

Based on feedback received from residents on Alexandra Avenue, the Glendale Board of Alderman voted to withdraw sidewalk plans and proceed with the outlined stormwater plans.

Residents of Alexandra Ave are encouraged to attend a public open house meeting to view the preliminary design, speak directly to city staff, elected officials, and project engineers from Horner Shifrin to gain a better understanding of how this project may affect your property and to provide input. Your input will be considered while engineers work to develop a final construction plan.

Hill Dr / Armstrong Dr / Northarm Dr / Southarm Dr / Halcyon Dr

The City of Glendale has selected Jokerst Paving to construct the curbing and street improvements.

Jokerst plans to begin construction after first completing work to other streets included in the 2026 Proposition S grouping, estimated to begin in late June.

All residents in this area will receive written notification from the city at least 2 weeks prior to the work beginning.

The notification will include a more detailed work description outlining the starting points and planned progression.

In November 2025, the City of Glendale installed temporary traffic cones to demonstrate the size and location of a proposed triangular center island at the Hill Dr/Armstrong Dr/Park Ave intersection. A sign was posted on-site explaining the project’s purpose and providing contact information for community feedback.

Based on input received from neighborhood residents, the city has elected to move forward with construction of a modified, smaller version of the proposed center island.

The updated design will provide 24 feet of street width on the Hill Dr side, consistent with the existing widths of Hill Dr, Armstrong Dr, and Park Ave, and matching the configuration of nearby center islands.

Construction of the new island is planned for 2026, to coincide with the upcoming street improvement project.

Algonquin Estates Rd / Devon Rd

The City of Glendale has selected Jokerst Paving to perform the crackseal and sealcoat work to Algonquin Estates Rd. and Devon Rd.

Because N. Berry Rd. is closed to through traffic forcing vehicles to use Algonquin Estates Rd. and Devon Rd. as a temporary detour, the cracksealing and sealcoating work will not take place until after N. Berry Rd. is re-opened, possibly in August.

All residents in this area will receive written notification from the city at least 2 weeks prior to the work beginning.

The notification will include a more detailed work description outlining the starting points and planned progression.

  • Repairs and preventative maintenance are scheduled to take place along Algonquin Estates Rd. and Devon Rd. in 2026. This type of work does not require survey or design.
  • Residents in the area will receive advance notice prior to the start of any work.
