Glendale’s Public Works Department is responsible for clearing snow and ice from all city streets and private subdivisions. Crews use a combination of road salt and snow plowing to keep streets safe and passable during winter weather events.
Sidewalk Snow Removal Policy
Section 520.050 of the Glendale Municipal Code requires all property owners to keep the sidewalks adjacent to their property clear of snow, mud, and other debris. When Snow Removal Operations Begin
- Light Snowfall:
- When streets are covered with only a thin layer of snow or ice, crews apply road salt and allow it to melt the accumulation.
- Plowing Operations:
- Snow plowing begins when:
- Snowfall accumulates 1.5 inches or more, or
- Conditions include dry snow and extreme cold
- Snow plowing begins when:
Plows are designed to push snow to the side, not to pick it up. As a result, snow may accumulate at street ends, intersections, and cul-de-sacs where plows have limited room to maneuver.
Treatment and Timing
Crews monitor weather forecasts and real-time conditions to determine when and how to treat streets.
- Pre-treatments are not routinely performed. Forecasts are often unreliable, and unnecessary salt applications can harm the environment and waste resources.
- Pre-treatments are used only when there is a possibility of ice formation on streets.
- During active snowstorms, crews begin plowing after 1.5 inches of snow has accumulated and continue throughout the event. Once snowfall stops, crews perform a final plow and then a salt treatment to remove the thin layer of snow or ice left behind by the snowplow.
Snow Removal Routes and Priorities
The city is divided into four sections, each assigned to a specific snowplow vehicle and driver. The route map can be viewed here. Routes are designed based on the vehicle’s size, capabilities, and the type of streets included.
Collector Routes (Priority Streets):
Efforts are made to clear and maintain these collector streets before all others:
- Brownell Avenue – between the Glendale/Kirkwood city limit line and N. Berry Road
- E. Essex Avenue – between the Glendale/Kirkwood city limit line and N. Berry Road
- Kirkham Avenue – between the Glendale/Webster Groves city limit line and N. Sappington Road
- N. Sappington Road – between Manchester Road and W. Lockwood Avenue
Once collector streets are clear, drivers begin plowing residential streets. There is no fixed order for residential route. Drivers use their judgment to progress through their route based on street layout, grid flow, and topography.

- MoDOT: Manchester Road
- St. Louis County: N. Berry Road and W. Lockwood Avenue
Helpful Reminders for Residents
- Please avoid parking on the street during snow events whenever possible to allow plows to pass safely.
- Expect snow to be pushed toward driveways or intersections as plows clear the streets.
