Effective Wednesday, April 23, 2008, the City of Glendale has contracted with the St. Louis County Public Works Department to handle all building permits and inspections. The City will continue to review building plans which require municipal zoning approval and Architectural Review, however, all inspections will be handled by St. Louis County. To apply for a Municipal Reoccupancy Housing Inspection, please complete the Request for Housing Inspection form below. This can be mailed to City Hall, dropped off at City Hall between 8 am and 5 pm, Monday through Friday or placed in the Night Drop Box outside of City Hall. Please be sure to include the $110.00 inspection fee or we cannot process the application. Please do not apply online with St. Louis County.

A permit is required for residents wishing to have a block party. The permit is free of charge. One week notice is required for barricades and no parking signs.
Any builder or contractor in the business of construction of erecting homes, residences or commercial buildings of any nature whatsoever shall obtain a builder/contractor’s license.
Any commercial business (located on Manchester or Sappington) must obtain a business license annual before January 31. The cost of the license is dependent upon business type, number of employees and gross revenues. For more information contact City Hall at 314-965-3600.
A permit for the placing of a dumpster or Portable Storage Unit should be obtained from the office of the Building Commissioner during normal business hours. Said permit shall have a limit of sixty (60) days which is renewable for thirty (30) day increments subject to the Building Commissioner.
In order to build a new or replace an old fence, a resident must first obtain a fence permit. There is a $50 charge for this permit and applications are available during normal business hours.
Residents are allowed to carry out business activities within residential districts if this action does not create any external signs of business activity, and utilizes equipment customary to purely domestic or household purposes. No employees or customers may visit the residence as a place of business and a business license application is required. Questions regarding home occupation activities can be referred to City Hall at 965-3600.
The City must receive an approved housing inspection report from St. Louis County prior to an occupancy permit being issued. Please do not apply online with St. Louis County.

Temporary “No Parking” signs may be requested by residents in the event of a block party, estate or garage sale, etc. Please note that one week notice is required for all “no Parking” signs, and there is a $25.00 deposit required.
In order to move into a home, residents must first complete the application for an Occupancy Permit. This permit will allow us to begin refuse service to the residence. The fee is $25.00 for this permit.

All dogs and cats in the City of Glendale require a yearly city pet license. To obtain your pet tag, the current rabies inoculation is required. The fee for pet tags is $3.00 for all cats and dogs.
Before a new tenant or new property owner can occupy a commercial property in Glendale, there are several steps in the approval process that must be completed. The application form includes an explanation and instructions for the review and permitting process for new commercial uses.
Any construction in public right-of-way (typically the street plus 15 feet of green space on either side of the street) must be approved by the City of Glendale. Submit the permit application to get approval for any driveway construction, modifications to curbs, discharge of storm drainage into the right-of-way, etc.
Republic Services/Allied Waste is the City of Glendale’s sanitation service provider. Their telephone number is 636-947-5959, which may be used to schedule large (Bulk) item pick-ups. Each home has a royal blue trash bin, (95 gal, 65 gal or 48 gal), and a green 65 gal recycle bin.
The vacation schedule for Republic Services/Allied Waste is as follows:
New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, Christmas Day.
Should the holiday fall on a regular pick up day, sanitation service will occur on the following day and the holiday week will conclude on Saturday of the same week.

The Sewer Lateral Repair Program is designed to pay up to a maximum of $3,000 towards repairing broken residential sewer laterals from the sewer main to the house. All residential units are covered under this program with the exception of the three (3) condominium complexes in Glendale.

No person shall act as a peddler or as a solicitor within the City of Glendale without first obtaining an identification card in accordance with Chapter 610 of the Glendale Municipal Code. The hours of operation are 9:00 am through 6:00 pm. No activity allowed on Sunday.
This permit application is to be completed by the property owner (or their designee) in order to plant, remove, or excavate near a tree on public right-of-way located adjacent to the applicant’s property. This permit is not required for the routine pruning or maintenance projects when this work is performed by the adjacent property owner or their private contractor, or for any planting or removal on private property.
