Permits Now Required for Golf Carts and Low-Speed Vehicles

On May 20, 2024, the Glendale Board of Alderman passed an ordinance requiring all owners of a low-speed vehicle (LSV), such as a golf cart, to obtain an official permit in order to operate their vehicle on City streets with a posted speed limit of 25 mph or less. 

Obtaining the permit is a simple two-step process. First, you need to submit a completed LSV permit application and pay the $25 fee. Once your application has been received, you can then contact the Glendale Police Department at 314-965-0000 to schedule a safety inspection of your vehicle. Provided your vehicle passes the inspection, you will receive a permit sticker to affix to your vehicle. 

The goal of the ordinance is to promote the safe operation of golf carts and other vehicles in Glendale. To accomplish this, all LSV must be equipped with the following safety features to pass the inspection:

  • Head lamps
  • Tail lamps
  • Stop lamps
  • Front/rear turn signals
  • Reflex reflectors
  • Parking Brake
  • AS-4/5 DOT approved windshield
  • Side view or rear view mirrors
  • Seat belts
In addition, all LSVs are required to have proof of insurance and the operator must possess a valid driver's license. No children or those without a valid driver's license may operate a golf cart or low speed vehicle within the City. 

The new ordinance also allows for LSVs to be operated on streets with a posted speed limit of 25 mph. This is up from the previous limitation of 20 mph and allows for LSVs to be operated on Sappington Rd. and Kirkham Rd. Low-speed vehicles may not be operated on Lockwood Ave. or Berry Rd., except for the purposes of crossing the street.
