Note about permits and inspections:

The City of Glendale contracts with the St. Louis County to handle all building permits and residential inspections. Residential inspections must be applied for/ordered through the City of Glendale directly (see the "Residential" section in the list below). St. Louis County requires municipal zoning approval as part of all building permit applications they review (see the "Construction" section in the list below). Any builder or contractor in the business of construction on or erecting of homes, residences, or commercial buildings of any nature shall obtain a builder/contractor’s license.

A permit for the placing of a dumpster or Portable Storage Unit should be obtained from the office of the Building Commissioner during normal business hours. Said permit shall have a limit of sixty (60) days which is renewable for thirty (30) day increments subject to the Building Commissioner.

In order to build a new or replace an old fence, a resident must first obtain a fence permit. There is a $50 charge for this permit and applications are available during normal business hours.  A survey showing the location of the fence to be built is required as part of this application.

The Planning and Zoning Board meets on the second Wednesday of each month, as needed, when applications are submitted or matters are referred by the Board of Aldermen. Before applying for a building permit, zoning approval is required from the City of Glendale. Building permits must be applied for through St. Louis County on their website, www.stlouiscountymo.gov.

  • Digital Submissions: Email completed form, site plan, and construction plans to permits@glendalemo.org.
  • Paper Submissions: Submit this form with two (2) copies of the site plan and two (2) sets of construction plans. One set stays with the City; the other is returned to you for submission to St. Louis County Public Works.
  • Plan Review Fee: $25 submitted with application/before review (3% processing fee applies to credit card payments.)
    • By phone: Call (314) 965-3600 to pay by credit card.
    • In person: Visit City Hall to pay by cash, check, or credit card.
    • Mail or Dropbox: Mail or deposit your payment by cash or check in the drop box at City Hall.
  • Construction Regulations: All new construction, additions and remodels must comply with the construction regulations outlined in Chapter 501 of the Glendale Municipal Code.

Applications must be submitted with a $50.00 permit fee and a scaled site plan or survey showing proposed work on right-of-way. To protect against damage to City right-of-way, a refundable escrow payment of one thousand dollars ($1,000.00) for each separate and distinct excavation is required. Escrow payments must be paid via a check or money order. If you would also like to pay the fee by check, two separate checks for the fee and the escrow payment are required.

A grading permit is required for work on any property in the City involving:

  1. Excavations or placements greater than five (5) cubic yards of soil, rock, fill or similar material;
  2. Excavation impacting greater than two hundred (200) square feet of land;
  3. Excavation related to an increase in the impervious area of the lot by 10 percent;
  4. Excavation that result in the impervious area of a lot equaling or exceeding 55 percent of the lot; or
  5. Excavation or placement of soil, rock, fill or similar material that will have a material change of elevation of the ground surface that impacts stormwater runoff upon property in the City.

Commercial

Any commercial business (located on Manchester or Sappington) must obtain a business license annual before January 31. The cost of the license is dependent upon business type, number of employees and gross revenues. For more information contact City Hall at (314) 965-3600.

A Certificate of Use and Occupancy (sometimes referred to as an Occupancy Permit) is required prior to moving into a vacant tenant space or building and opening for business.

Commercial sign permits are necessary to ensure that billboards, outdoor advertising placards, and branded signs comply with the City's sign ordinance.

Before a new tenant or new property owner can occupy a commercial property in Glendale, there are several steps in the approval process that must be completed. The application form includes an explanation and instructions for the review and permitting process for new commercial uses.

No person shall act as a peddler or as a solicitor within the City of Glendale without first obtaining an identification card in accordance with Chapter 610 of the Glendale Municipal Code. The hours of operation are 9:00 am through 6:00 pm. No soliciting allowed on Sunday.

Property owners or developers seeking to rezone a parcel to any type of commercial district for development must first submit a preliminary development plan application.

Parking and Vehicles

As of May 20, 2024, the City of Glendale now requires a permit to operate a golf cart or low-speed vehicle on City streets*. Golf carts are only allowed on streets with posted speed limits of 25 mph or less and must be operated by an individual with a valid driver's license.

Following submission of the permit application, the Glendale Police Department will conduct an inspection of the vehicle to ensure it meets the required safety standards. The permit application and complete regulations area available below.

*While the ordinance is in effect, the City is still in the process of obtaining the physical permits for distribution. If you are planning on obtaining a permit, please contact the City so we can notify you when the permits are available.

Temporary “No Parking” signs may be requested by residents in the event of a block party, estate or garage sale, etc. Please note that one week notice is required for all “no Parking” signs, and there is a $25.00 deposit required.

Residential

The City must receive an approved housing inspection report from St. Louis County prior to an occupancy permit being issued. Please do not apply online with St. Louis County.

To apply for a Municipal Housing Inspection, please complete the Request for Housing Inspection form below. This can be mailed to City Hall, dropped off at City Hall between 8 am and 5 pm, Monday through Friday or placed in the Night Drop Box outside of City Hall. Please be sure to include the $110.00 inspection fee or we cannot process the application. Please do not apply online with St. Louis County.

The Community Camera Registration Program allows residents and business owners to register locations and capabilities of their security camera systems with the Glendale Police Department. 

Please complete and return to the City of Glendale this form for food truck approval. Forms may be emailed to permits@glendalemo.org or submitted to City Hall located at 424 N. Sappington Rd. in Glendale, MO 63122.

Please note that food trucks must hold a Mobile Food Preparation Unit Permit from the St. Louis County Department of Public Health and an annual fire safety inspection certification from the City of St. Louis or another regional jurisdiction.

If the food truck will be located on private property, the property owner must provide permission by either signing the application below or providing a written statement expressing approval. If the food truck will be placed on public property, the applicant must collect at least five signatures of residents on the impacted street.

The Police Department offers residents a sense of security with the vacation request form for residents who will be out of town for a period of time.
