In 2026, the City of Glendale adopted “Blueprint Glendale,” the City’s first Comprehensive Plan, as the first phase in a two-phase project intended to guide the physical character of development, public space and infrastructure in Glendale. The second phase of Blueprint Glendale is an update to the City's zoning code, which was originally adopted in 1963 and has largely been unchanged since. 

The updates to the zoning code were developed through an extensive review process that incorporated feedback from the Blueprint Glendale Steering Committee, City staff and legal counsel, and a professional consultant team. The next step involves gathering public feedback from residents, business owners and other community stakeholders on the draft zoning code.

Open House Scheduled for June 29 

The current draft of the zoning code update is available at the link below. As the zoning code itself is a lengthy technical document, the City has also prepared several additional documents to aid residents in understanding and navigating the zoning code update, including a fact sheet, FAQ and summary of each section. In addition, the City will be holding an open house where residents can learn more about the updates to the zoning code and ask questions of City staff.

Zoning Code Update FAQ

The City of Glendale is updating its zoning code for the first time in more than 60 years. This FAQ answers common questions from residents about the update, how it relates to the recently adopted Blueprint Glendale Comprehensive Plan, and how you can stay involved as the process moves forward. 

The City’s zoning code is a set of rules that governs how land in Glendale can be used and developed. The current code was originally adopted in 1963 and has remained largely unchanged for more than six decades.

Much of the current code predates today's development practices, building types, and community priorities. The update is also a natural next step following the adoption of Blueprint Glendale, the City's first Comprehensive Plan, on April 8, 2026.

Blueprint Glendale is the City's first Comprehensive Plan. It reflects two years of community input and sets out a long-term vision, goals, and a Future Land Use Map for Glendale. The zoning code update will translate that vision into specific zoning districts, standards, and procedures, using the Future Land Use Map as a guide.

The update to the zoning code is primarily concerned with making the code easier to administer and understand by clarifying definitions, updating certain rules and modifying provisions to account for the specific pattern of development for neighborhoods, homes and business in Glendale. It does not create any major changes to the kinds of uses permitted in residential or commercial districts, or create any major adjustments to the boundaries of the current districts.

No. If your property is currently zoned residential or commercial, it will remain residential or commercial. The only exception to this is a few cases where the underlying zoning did not match the current use of the land.

Any proposed amendments to the zoning code must first be formally reviewed by the Plan Commission, which makes a recommendation to the Board of Aldermen. The Board of Aldermen holds final authority to adopt the updated code, following a public hearing.

There is not a set specific completion date but the Plan Commission is tentatively scheduled to review the zoning code at their meeting on July 10, 2026. If the Plan Commission recommends approval of the zoning code update, then a public hearing will need to be held before the Board of Aldermen can vote on the zoning code adoption.

The City of Glendale has contracted with a professional planning services team, headed by H3 Studio, to lead this process. H3 was selected following a public RFP process and the firm has recently completed or is working on comprehensive plan updates for the Missouri cities of Festus, Lebanon, Florissant, Union, Frontenac and Washington.
