Glendale Public Works
The Public Works crews are often working on job sites throughout the City and not necessarily readily available at their office. If you are in need of a service normally provided by the Public Works Department, please contact City Hall at (314) 965-3600 and a member of the City Staff will forward your request immediately. The Public Works Department is responsible for the construction, maintenance, and repair of the City's infrastructure systems, including storm, water, streets, sidewalks, and signage. Construction and repair responsibilities are scheduled at specific times throughout the year, while maintenance responsibilities are generally conducted on an ongoing basis. The Public Works Department is also responsible for snow removal services during the winter months and for clearing post-storm debris from public right-of-ways year-around. During the summer months, Glendale hires part-time employees to help the regular crew do various street, curb and sidewalk construction and repairs. ICE AND SNOW REMOVAL During snow and ice storms, our Public Works Department works diligently to keep the streets clear. Plowing and salting are done by a snow plan that takes into account traffic patterns, street grade, and the number of homes served. The arterial streets of North Sappington and Kirkham receive top priority, then secondary, high traffic streets are then plowed per specific routes. Lastly, as a courtesy, the Public Works Department salts and plows all private streets. It would be of great help to the City if during these storms your automobiles were parked in your driveway. City snow plow crews can do a much more thorough job when they do not have to work around vehicles parked on the street as it is difficult to maneuver between and around these vehicles. Residents are required by City ordinance to clear their sidewalks of snow and ice. MOSQUITO FOGGING Usually beginning mid-May and continuing throughout the warm weather months, usually through mid-September, our Public Works Department provides a mosquito fogging service to the residents free of charge. The fogging is done on Thursday evenings between the hours of 8:00 p.m. and 12:00 midnight, weather permitting. In heavy infestation times, additional evenings may be necessary. In order to control the mosquito population in creeks, larvicide is placed in the creeks at the end of April. Click here for information on the insecticide used during fogging operations. MOSQUITO TRAPPING PROGRAM The City of Glendale Department of Public Works began a Mosquito Trapping Program on July 8, 2010. These traps were granted to the City by the Missouri Department of Health. The traps work by luring mosquitoes to the traps with bait. The bait is made up of a combination of straw, grass clippings, dehydrated chicken manure, baker's yeast and water. After the bait ferments in the sun for a period of 3 days, the traps are filled with the bait and set out overnight. The mosquitoes are drawn to the bait, and then sucked up the trap with the help of a battery operated fan. The fan blows the mosquitoes into a net where they remain until collected. Each trap is capable of attracting mosquitoes within a one mile radius. The traps are placed at 5 select locations throughout the community one night a week and collected the following morning. After capture, the mosquitoes are sorted and shipped to a lab in Cape Girardeau for testing. The mosquitoes are tested for Dengue Fever, Malaria, Yellow Fever, St. Louis Encephalitis, and West Nile Virus. This lab reports back to the City of Glendale and the Missouri Department of Health. This information is used to determine effectiveness of state and local mosquito control programs and disease monitoring. Click here to view a photo of the Mosquito Trap SEWER LATERAL REPAIR PROGRAM In November 1997, the residents of Glendale passed a proposition adding an additional $7.00 per quarter to their refuse bill to be set-aside in a separate fund for a Sewer Lateral Repair Program. This program was designed to help our residents who have to pay for sanitary sewer lateral repairs between its connection with the sewer main and the house connection. This is not a sewer cleaning service. SIDEWALKS AND CURBING PROGRAM Our Public Works Department replaces sidewalks only on Sappington Road. The remainder of sidewalks throughout the City are the responsibility of the residents. Our Curbing Program consists of curbs being added to streets without curbs and the repairing of broken, aging curbs. All new curbs are installed using asphalt. Residents are required by City Ordinance to maintain and keep clear the sidewalks on their property. This includes clearing sidewalks of snow, ice and other debris such as tree limbs and leaves. STREET SWEEPING Street sweeping services will be provided throughout the City on an as-needed basis, (usually in June). Notice is given to the residents when street sweeping is scheduled. In order to assure a thorough cleaning of our streets, we ask that all residents try not to park their vehicles on the street during the week of scheduled street sweeping services. The City's main arterial roads, Sappington and Kirkham, are swept once per month weather permitting. STREET REPAIR/MAINTENANCE Our Public Works Department is responsible for all City street repairs and maintenance, curb removal and replacement and striping of City streets. They are also involved in storm water projects throughout the City. STREET SIGNS All City signs to include parking, speed limit, traffic and welcome signs are maintained and replaced by our Public Works Department with the exception of all signs off of Berry Road and West Lockwood, which are maintained by the St. Louis County Highway Department, and all signs on Manchester, which are maintained by the Missouri Department of Transportation. The Missouri Uniform Traffic Code determines the style of street signs with respect to size, reflectivity, etc. Temporary "No Parking" signs may be put up if requested by the resident in the event of a block party, estate or garage sale, etc. To request this service, please contact City Hall at 965-3600 or click this link No Parking Sign Form. FORESTRY The Public Works Department is responsible for the trimming of overgrowth of trees and shrubbery protruding into roadways. Trees and shrubs are to be kept behind the curb line and no lower than twelve (12) feet above the roadway surface to allow for visibility and vehicle passage. The Public Works Department is also responsible for the maintenance and/or removal of all trees and shrubs growing within the City right of way, which varies from street to street. However, generally speaking, the City right of way is five (5) to ten (10) feet from the curb, depending on the width of the street. FLEET MAINTENANCE The Public Works Department employs a mechanic who is responsible for the preventive maintenance of all city owned vehicles and equipment, with the exception of the fire truck, which is maintained by a manufacturer certified maintenance firm.
